It's a little bit marginal. If you put it in an envelope (like a letter), you don't have to do a customs form and therefore don't have to declare the dormant plantlife. The minimal risk will be greatly appreciated on the other end.
ps - yay for all the new posts! i haven't visited in awhile, and i'll be back more often now!
